I knew I know this picture, so I looked through my vast file of artists and found it eventually
The artist of this picture is Hidari (has a section here on MT as well).

This looks like art of Hyung-Tae Kim to me. So it might be a character from 'Magna Carta' or 'War of Genesis'.
